Kweneng District councillors are likely to smile all the way to the bank at the end of this year when the are likely to pocket over P150 000.00 each in end of contract payouts.
The council finance committee chairman Shima Monageng has presented a budget proposal of over half a billion pula for the year 2013/14 to the Ministry of Local Government.
The Voice Business can confirm that close to P12 million will be set aside for members of council’s termination allowance in preparation of the 2014 general elections.
“It should be noted that overtime provision has been migrated to AE-07 vote hence a reduction of salaries although not meaning that there is a reduction in the Personnel Emoluments.
Previously overtime was budgeted under salaries, we had budgeted a minimal figure for the previous year but this financial year we have budgeted overtime separately in anticipation of officers working beyond normal working hours to improve service delivery.
The budget is at P 8,231,030.
Honorable councilors will be finishing their five- year term in the year 2014.
The P11, 772, 250.00 is meant to cover their terminal benefits,” reads the budget proposal letter.
On the other hand the council has proposed for over P20 million for maintenance of grounds and buildings.
Monageng noted that for the fiscal year 2014/15 over P37 million has been budgeted for maintenance of council facilities 70% (P25.9million) of which will be reserved for maintenance of property mainly education facilities.
“The other funds have been earmarked to cater for the creation of outdoor staff rest area and gardens and majority will be for dry landscaping and lawn with flowers in order to meet Health and safety and wellness programme objectives.
The total proposed budget of P570, 522, 579.00 may not be representative of the needs of the Council,” said Monageng.
